In the thematic area of climate change, data on following issues are collected, verified and processed: on protecting the ozone layer, greenhouse gases and other data pursuant to the relevant regulations and to the National List of Indicators for Climate Change. For the purposes of issuing permits for greenhouse gases emission, the validations on Monitoring Plan for the operators are delivered.
Reporting in relation to climate change is done by means of indicators and preparation and/or coordinating the preparation of thematic reports, prescribed by special regulations, and other reports on state of the environment. Reports on climate change are an integral part of every state of the environment report. National Inventory Report (NIR) is produced annually, whereas the report on implementation of policies and measures to reduce greenhouse gas emissions and Report on projections of greenhouse gas emissions are done every two years.
For the purposes of reporting on greenhouse gas emissions, the National Inventory Report has been established, in which following data are submitted: guidelines for calculating emissions, emission factors and other documents used for planning, preparation, control and quality of the National Inventory Report In addition to that, adequate procedures to ensure quality control are implemented.
The National Registry is established within the framework of Croatia's preparation for EU accession and according to the Kyoto Protocol commitments, and obligations regarding emission trading system.
Reporting on climate change on European and international level is carried out by participating in the work of the thematic working groups of the European Topic Centre on Air and Climate Change, and reporting working groups, pursuant to relevant EC directives and international conventions.
Within the ISEP and in cooperation with national institutions, databases on climate change have been developed and integrated within the Ait quality Information System, with intent to collect, process and present relevant data. The system is being harmonized with the Water Information System for Europe (WISE).
