Notification for installation operators

Ordinance on the manner of using the European Union Registry

We inform the users of the Union Registry that the new Ordinance on the use of the Registry of the European Union has been published on the 09th March 2015 in the Official Gazette (OG 26/15).

The important change in rules is that pursuant to article 10 verifiers approve entered annual verified greenhouse gas emissions from installations and aviation activities in a way that they mark them as approved.

Authorized representatives of the account shall enter the emissions for previous year by 31 March pursuant to article 35 of Commission Regulation (EU) No 389/2013 of 2 May 2013 establishing a Union Registry.


Eligibility of CP1 units

Pursuant to Art. 11a 2. EU ETS Directive 2009/29 / EC, the emission allowances (CERs and ERUs) issued before 31 December 2012 for the reduction of emissions in the period 2008 to 2012 (the so-called Commitment Period 1 units - CP1) will not be eligible for use and holding in EU ETS accounts after March 31 (Tuesday) 2015.

Until that date, you need to:

1. Check if the international units that you have on your account are from the first or second commitment period. If there is number 1 in the column "Commitment Period", then they are CP1 units.

2. Check under Holdings section of your account wether your units are eligible for use and holding. Units that are eligible are marked in green, and the units which are not eligible are marked red.


3. International units can be exchanged for EUA units (aircraft operators exchange for EUAA units) until 31 March 2015 in the amount of up to 4.5% of the previously verified emissions. Exchange can be initiated only from the installation operator account or the aircraft operator account.
