Welcome to the greenhouse gases National registry


Croatian National registry has not yet started live operations due to the pending issue on the calculation of the assigned amount of Croatia in accordance with Article 3, paragraphs 7 and 8, of the Kyoto Protocol. For detail information please check document FCCC/KP/CMP/2010/2 “Appeal by Croatia against a final decision of the enforcement branch of the Compliance Committee“.

From 11.12.2009. Croatian national registry is connected –live with International Transaction Log, ITL with live status Croatia is fulfilled one of the Kyoto obligations.

When Croatian national registry connects with Community Independent Transaction Log, CITL the web page will be updated and access to the registry available.

Account holders will have access to their open accounts after connection Croatian national registry to the CITL.


In Croatia emission trading scheme is established for the period from 2010 to 2012 in two phases.


First phase started on the 1st of January 2010. and it covers emission permits issuing and emissions monitoring.


Second phase will start with Croatian accession to the EU and joining Croatian national registry to the European Union Emission Trading Scheme (EU ETS) and it will cover allowances issuing and trading.


Creation of the National Allocation Plan (NAP) OG No. 76/09 was first step for the preparation of the Croatian operators for the ETS. NAP was adopted by the government in June 2009 and NAP cover all installations (81) pursue to the Annex I, Regulation on greenhouse gas emission quotas and the method of emission allowance trading OG No. 142/08
