TRANSBOUNDARY WASTE MOVEMENT AND WASTE TRANSPORT

Import/export/transit of waste

Transboundary waste movement means import, export and transit of waste on Croatian territory.

 

Legal Basis for Transboundary waste movement in Croatia are:

-      Waste Act (OG 178/04, 111/06, 60/08, 87/09)

-      Regulation on supervision of Transboundary movement of waste (OG No. 69/06, 17/07, 39/09)

-      Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal (Basel 1989)
Published in OG–IT,
No. 3/94, came into force with respect to the Republic of Croatia on 9 May 2000.

 

According to the Waste Act (OG No. 178/04, 111/09, 60/08, 87/09) import of waste for the purpose of landfilling and use for energy purposes is prohibited.

 

Import of hazardous waste is permitted only in case when the product of material recovery is new product or material which is no longer considered as a waste.

 

Import of non-hazardous waste is permitted only for the purpose of material recovery.

 

Permissions for import of non-hazardous and hazardous waste are issued by the Ministry of Environmental Protection, Physical Planning and Construction.

 

There are no restrictions on the export and transit of non-hazardous waste for the recovery if an operator issues a certificate on its entry into the Register of Non-Hazardous Waste Exporters.

Export and transit of non- hazardous waste in the territory of the Republic of Croatia for the disposal purpose may be performed after issuing the permission of the Ministry of Environmental Protection, Physical Planning and Construction.

Transit of hazardous waste in the territory of the Republic of Croatia may be performed after issuing the permission of the Ministry of Environmental Protection, Physical Planning and Construction.
